Zirkin backed Barack Obama during the 2008 presidential campaign.
Before winning the open seat in 2006, Zirkin was a member of the Maryland House of Delegates for two terms. He was a member the Judicial Proceedings Committee, the Special Committee on Substance Abuse, the Joint Committee on Administrative, Executive and Legislative Review, and the Education, Health and Environmental Affairs Committee. He was also a member the Budget and Taxation Committee and its subcommittee on public safety, transport, and environment during his first term. Zirkin was also a member the Joint Committee on Children, Youth and Families, and the Joint Subcommittee on Program Open Space and Agricultural Land Preservation.
